Born in Cardiff, he was a defender who rose through Wimbledon's junior ranks to play top-flight football.

A Welsh youth international, he spent most of his Dons career on the fringes of the first team during the club's first three seasons in the top flight. In three years at Plough Lane he made 26 appearances and also appeared as a substitute in the 1988 FA Charity Shield, a repeat of the previous season's FA Cup Final, which Wimbledon had famously won. Liverpool gained their revenge this time, winning 2-1 in front of 54,887 at Wembley Stadium. Another substitute to appear for Wimbledon was future Pilgrim Robbie Turner.

Whilst at Wimbledon, he had loan spells at Bristol Rovers, making six appearances in 1986-87, and Newport County, where he made five appearances and scored once in 1987-88. He had then signed for Woking for the 1989-90 season, before former Dons coach David Kemp signed him for Argyle in late 1990. He played for two seasons at Home Park, first under Kemp and then under the joint caretaker-management pairing of Gordon Nisbet and Alan Gillett after Kemp was dismissed in February 1992.

He was transfer listed when Peter Shilton replaced Kemp as Argyle boss in March 1992 and never appeared under Shilton. In total, he played 47 times in green.

He returned to non-league football by re-signing for Woking later in 1992 and appeared in the 1994 FA Trophy Final at Wembley, when they beat Runcorn 2-1. In a two year spell, he played 56 times and scored five goals for the Cards.

His next club was Slough Town, for whom he played against Argyle when the clubs met in the FA Cup in November 1995. Another discarded Shilton Pilgrim, Mark Fiore, also lined up in yellow that day. Argyle won the tie 2-0 at Wexham Park in front of 3,030, in an era when Shilton's presence always drew in extra interest when Argyle took to the road, including in this instance, the BBC Match of The Day cameras, perhaps hoping for an upset.

Clement played 80 times and scored three goals for the Rebels, in a three-year spell from 1994 to 1997, helping them win promotion to the Conference in 1994-95. He also appeared for Yeovil Town and helped them win promotion to the Conference two years later.

He later managed Bisley to the Hellenic League Division One East title in 2006-07, losing only two games all season as they scored 121 goals and finished with a +99 goal difference. He also managed Farnborough, leading them to the Southern League Division One (South & West) title in 2007-08 alongside co-manager Ian Savage. The pair later reunited to manage ambitious Eversley in 2011.

He managed a gym until 2014, before becoming a gym owner in Bisley. He has also worked as a personal trainer in Ascot and, in 2017, was reported to be assisting the groundsman at his former club Woking's Kingfield Stadium.
