Meaker was a Welsh under-21 and 'B' international midfielder who had two brief spells at Home Park. He started his career with Queens Park Rangers, spending five years at the club including a one month loan to Argyle in 1991. Despite making less than 40 appearances during his time at Loftus Road, Reading paid £550,000 for him in July 1995. Three years and 70 games later he was released by Reading and joined Bristol Rovers, where he also spent three years without ever becoming a regular member of the first team, and also had a short loan spell with Swindon Town.
Following his release by Rovers, he was brought back to Argyle on a short-term deal by Paul Sturrock in 2001, but was not offered a contract at the end of the season. He then moved into non-league football with Northwich Victoria and went on to play for Southall Town, Henley Town, Mangotsfield United, Hounslow Borough, Bitton, Paulton Rovers, Mangotsfield United (again), Yate Town and Taunton Town, the last two as a player and assistant manager.
In September 2018 Meaker continued his West Country non-league travails by becoming assistant-manager at Truro City, having followed the White Tigers' new manager Leigh Robinson from Taunton (who replaced ex-Pilgrim Lee Hodges at the Truro helm). However, six months later Meaker returned to Taunton, where he became a coach at the club until March 2023.
