Green is the Colour

A very strange sight; the earth embankments surrounding the stadium have been sprayed this week with some sort of fibrous substance, covering every square inch of bare earth (as well as debris still remaining from the construction and more recent litter). I know not what it is, nor why it's been done, but at least it's green! Apparently that land is the Council's responsibility. No doubt there's a good reason; can anyone shine a light?
